Randolph-Sheppard Act (20 USC 107)
The Randolph-Sheppard Act was enacted in 1936 "for the purposes of providing blind persons with remunerative employment, enlarging the economic opportunities for the blind, and stimulating the blind to greater efforts in striving to make themselves self-supporting..." The purpose of the program is to establish vending facilities on federal, State, county, municipal, and private property for blind persons to operate as small business enterprises. The Division of Rehabilitation Services of the State Department of Education is designated as the State agency to issue licenses to blind persons for the operation of vending facilities under the program.
