Eligibility

Clarence Holbrook manages the Recompense Café at the Walter Reed Army Institute of Research in Silver Spring.  He is a highly visible manager---operating the cash register from opening until closing.  He has developed an excellent rapport with his customers, who appreciate his cashiering skills and outgoing personality.

To be eligible to become a MBEPB vendor, a candidate must have an aptitude for business management, receive an evaluation from a local DORS counselor and meet the following criteria:

1.  An individual must be blind, that is not more than 20/200 central visual acuity in the better eye with correcting lenses; or loss of visual field such that the widest diameter subtends an angle no greater than 20 degrees as determined by a physician or optometrist skilled in the diseases of the human eye.

Workforce & Technology Center (WTC) staff will perform a low vision evaluation prior to program entry.  Outside evaluation may not be older than one year, unless the potential vendor has been determined to be legally blind, in which case no evaluation is necessary.

2.  An individual must be a US citizen.

3.  An individual must be certified as eligible by DORS, the State Licensing Agency, as qualified to operate a vending facility after satisfactory completion of all training requirements.
