The DOS Rehabilitation Services Manuals (RSMs) include policy and procedures for administration of the Vocational Rehabilitation (VR) program and the Independent Living (IL) program.  They are based on and consistent with the federal Rehabilitation Act of 1973, as amended; the federal VR Regulations; the federal IL Regulations; and Maryland law and regulation.

The Rehabilitation Services Manuals document available at this site contains the following:

RSM 1, Administrative Manual:

• Section 300, Administrative Issues (includes appeal process)
• Section 1000, Ethical Practices

RSM 2, VR and IL Policies and Procedures Manual, in its entirety.

RSM 3, Finance Manual:

• Section 1300, Comparable Benefits
• Section 1400, Financial Need (Finanical Participation Schedule/Sliding Scale)

There is a table of contents at the beginning of the document.  In addition, subsections are noted and linked at the beginning of each section. 

Periodic updates are made in policy and procedures.  The date at the beginning of each section signifies the time of the most recent revision.
